But in Windows, it does not work well: 1) in Chrome, 'control + -' can zoom in, whereas I have not found the shortcut to zoom out. In Mac, in Chrome we use 'cmd + ' and 'cmd + -' to zoom in and zoom out.

The only way to fix this is to reboot the Mac and then hold down Option+Command+P+R while rebooting. This means that I can continue to zoom in, but never out to the (correct) resolution.
